Seattle Street Reconstruction Project

 

The project will include all new street, curb, gutters, storm sewer, sanitary sewer (for the sanitary sewer that runs under/near Seattle Street), water lines, and street lights. The road is proposed to be 30 feet wide, with 4.5 feet wide sidewalks.

May 9, 2023

Punch list items are nearly complete. There is a 1 year warranty for the work. If residents have concerns with any work done please contact Tim Nguyen.

No further updates are expected for this project. 

April 19, 2023

A substantial completion walk through was conducted today. The contractor is working on punch list items. Some sections of sidewalk landings will be repaired.  Work continues irrigation repairs, topsoil, and sod.

April 12, 2023

The contractor will be working on Saturday, April 15 to continue irrigation repairs, topsoil, and sod. Concrete work will continue to finish driveways.

April 4, 2023

Irrigation and sod work will be happening over the next 3 weeks with Saturday work for these items as well. Debris will be removed from the areas to be topsoiled and sodded before that work is done.

March 22, 2023

The contactor is scheduled to pour concrete for Phase 4 (from Carlsbad to Senate Ave on the south side of the street) on Saturday, 3/25/23 with a backup day set for Monday, 3/27.

The pour is scheduled for 7AM for the first truck to arrive onsite, however, our crews will be preparing
for the concrete pour starting around 6AM. Please be patient as there will be construction-related noise.

Construction traffic will be back and forth along the entire stretch of Seattle St. to Senate Ave.

 

March 9, 2023

Residents in Phase IV will have their mailboxes removed on March 10. Phase IV is the south side of Seattle Street from Carlsbad to Senate Ave. Residents will utilize the community mailbox at the intersection of Carlsbad and Seattle street to collect their mail. Existing mailboxes will be re-installed after the new paving, driveways, and sidewalks are installed on the roadway.  

March 8, 2023

The subcontractor working on sidewalks and driveways for Phase II is making great progress. They may be able to have Phase II sidewalks and driveways completed by this Friday, if everything goes well. 

March 7, 2023

Driveway work will begin on Phase III the week of March 13 and lasting through March 22. Impacted residents should have received a hand delivered notice or it was left on the door. The contractor plans to be working on driveways in Phase III. Residents will need to be out of their driveway for 3-4 days while the subsurface work is being done and new concrete is being poured.

Residents in Phase IV will see work begin the week of March 13 and lasting through March 29. The goal is to work as quickly as possible at each driveway, but residents will need to be out of the driveway for approximately 16 days.

 

March 6, 2023

The concrete pour originally scheduled for this week on Thursday and Friday has been moved up to Wednesday and Thursday. All homeowners should have received a notification on their door of this change.

March 2, 2023

Main Lane will be working on setting forms on Saturday, March 4 to get ready for the concrete pour that will happen during the middle of next week. 

The subcontractor will also be working on driveways and sidewalks on Saturday, March 4. 

February 28, 2023

Phase II paving has been complete. All residents in Phase II (north side of Seattle between Carlsbad and Senate) have access to their driveways. Phase III construction is underway. The schedule linked above is the most current schedule the city has. As we received new schedules that link will be updated. 

As the contractor removes existing roadway pavement they will be removing driveway aprons and sidewalks. They will also remove mailboxes so they are not damaged during construction. Residents will utilize the community mailbox at the intersection of Carlsbad and Seattle Street to collect their mail. 

Concrete has been confirmed for Thursday, March 9 and Friday, March 10 to be poured for Phase III construction. The Contractor will be distributing more information to residents in the coming days. 

 

February 21, 2023

Concrete will be poured on Saturday, February 25. The pour is scheduled for 7AM for the first truck to arrive onsite, however, contractor crews will be preparing for the concrete pour starting around 6AM. Please be patient as there will be construction-related noise.

Construction traffic will be back and forth along the entire stretch of Seattle St. to Senate Ave.

February 8, 2023

The concrete crew expected to be here this week (as mentioned in the February 3 update) has been delayed due to weather. They are now scheduled to mobilize on Monday, February 13. The current plan is to pour concrete on February 25. As of now the Phase 3 concrete pour is still on schedule.

February 3, 2023

A concrete crew is expected to mobilize for the project by next Thursday. The concrete pour for Phase 2 is expected to occur on February 18. 

Driveway work is expected to start on February 8, and is expected to last 21 days. Impacted homeowners will receive notice on their doors today or tomorrow. This schedule is subject to change. 

 

January 24, 2023

Due to weather delays on all jobs the contractor is working on the schedule for the Seattle Street project is being pushed back one week. Driveways (as discussed in yesterday's update) are planned to be removed the week of February 6. Concrete is scheduled to be poured February 18. This schedule is tentative and subject to further change. 

January 23, 2023

Main Lane will be working on driveways and sidewalks on the north half of Seattle East of Carlsbad beginning January 30 through February 20. Their goal is to complete the work as quickly as possible at each driveway. Temporary material will be placed to maintain access to residences.

As they remove the existing roadway pavement they will be removing driveway aprons and sidewalks. They will be placing temporary materials that will be a drivable surface to maintain access to homes. They will also remove mailboxes so they are not damaged during construction. Residents will utilize the community mailbox at the intersection of Carlsbad and Seattle street to collect their mail. January 12, 2022

On January 13 from 9:00am – 11:00am, contractors will be turning off water to the 16000 block of Seattle Street to conduct another repair. Residents in the area will experience a disruption to water services.

January 11, 2022

The following crews will be doing work on Saturday. 

Sanitary Sub – Continue with services on South side of street from Carlsbad to Senate

Sidewalk/Driveway Sub – Remove forms and backfill new concrete edges on North side of street from Carlsbad to soundwall

Main Lane Pipe Crew – Continue with install of new storm system on North side of road from Carlsbad to Senate

 

December 30, 2022 

Starting January 2nd/3rd of the New Year, we will be shifting traffic into Phase 2 Construction. Everyone that lives west of Carlsbad is strongly advised to use Carlsbad to get in or out to Senate Ave. This will allow each resident to get where they are going quicker as there will be construction traffic as well as residential traffic both ways east of Carlsbad. There will be flagged traffic during this time. Please be patient as we will do our best to keep traffic flowing throughout the project.

Residents on the north side of the street east of Carlsbad (along Phase 2 construction) will have to begin using the community mailboxes at Carlsbad beginning January 2nd or 3rd.

Starting January 3rd, a subcontractor will begin on constructing driveways west of Carlsbad starting with the driveways closest to Carlsbad and working towards the sound wall. 4 driveways will be removed at a time and will be prepared for concrete. The idea is to have 4 driveways removed and replaced in a span of 4-5 days. during construction of the driveways, the residents are welcome to park on the new pavement in front of their residence.

Starting the week of January 9th, the sanitary sewer subcontractor will begin on the sanitary heading west from Carlsbad to the sound wall. When the sanitary crew begins, we will be flagging traffic around their dirt piles on the street. The idea is to keep the driveway crew ahead of the sanitary crew on the north side of the street so when the sanitary crew catches up, the people across the road will already be back in their new driveway. Please be patient as this area will get congested with construction traffic.

Contractors will be putting in temporary aprons so residents can access their driveways until they pour aprons after January 2.

December 20, 2022

Concrete curbing will be installed for Phase 1 starting tomorrow at 7am. 

More sanitary sewer manhole testing was completed. Service connections for residences on the new section of sewer pipe will be occurring over the coming days. 

 

December 15, 2022

The contractor is scheduled to pour concrete for Phase 1 for a small section at the end of the street near the sound wall on Friday, 12/16/22 around noon.

The contractor will green-saw the new pavement on Sunday to limit any expansion cracking.

 

December 14, 2022

The contractor is scheduled to pour concrete for Phase 1 (from Carlsbad to the sound wall on the north side of the street) on Saturday, 12/17/22.
The pour is scheduled for 7AM for the first truck to arrive onsite, however, their crews will be preparing
for the concrete pour starting around 6AM. Please be patient as there will be construction-related noise.
Construction traffic will be back and forth along the entire stretch of Seattle St. to Senate Ave.

 

The contractor is scheduled to begin demolition on Phase 2 (from Carlsbad to Senate Ave on the north side of the street) on Wednesday, 1/4/23. Residents along this section of paving (north side) will lose access
to their driveways in the short term until we can get temporary material installed to re-open them. Also,
residents on the north side of the street will need to start picking their mail up in the City of Jersey Village
installed mailboxes along Carlsbad.

Scheduled Concrete Pour #1 for Saturday 12/17/2022
Pour is scheduled for 7:00 AM which means crews will start moving and making noise around 6:00 AM to get ready. It will take all day to pour the concrete (approx. 330 CY).

 

October 31, 2022

Work on sanitary sewer installation begins this week. As they install the new sanitary sewer run, they will be removing driveways between the sidewalk and the street. They will be placing temporary material that will be a drivable surface to maintain access to your property.

As they remove the existing roadway pavement, they will be removing the driveways and sidewalk. They will be placing temporary material that will be a drivable surface to maintain access to your property. They will also have to remove your mailbox so we do not damage it during construction. A community mailbox has been installed at the Carlsbad intersection so your mail can still be delivered. Your existing mailbox will be re-installed after the new paving, driveways, and sidewalks are installed on your section of roadway.

Notices were places on the front doors of the homes being impacted by this.

October 10, 2022

Water line service connections are being installed. The new service lines should be done this week, which will conclude the water line portion of the project. 

Electrical conduit for new street lights has been installed. CenterPoint should be inspecting that this week. After that the new street lights will be installed and the old ones removed. 

 

September 15, 2022

The water line work is complete. The water lines will be chlorinated and tested next week. Service connections are expected to begin the week of September 26. Concrete removal and temporary driveways are expected to begin the week of October 10. 

August 26, 2022

The water line contractor is boring the new water line. It is anticipated all water line work will be completed in mid-September. 
New electrical conduit for the street lights is being poured. The base for the new poles will be set in the next few weeks. 
Concrete work for the street is not anticipated to begin until mid-October at the earliest.

August 17, 2022

This week the contractor has been working on tree protection and tree removals. Work has also started on the water lines. Water line work is expected to continue through September. 

August 1, 2022

There will be a Town Hall Meeting for Residents impacted by the Seattle Street Project on Wednesday, August 10 from 6-8pm in the Civic Center, 16327 Lakeview Dr.

Representatives from the City and the Contractor will be there to answer your questions. 

 

July 8, 2022

The project is scheduled to begin on August 8th. Waterline work will be done first. Paving on the north side of the street is scheduled to begin mid-November and be completed in February 2023. Paving on the south side of the street is scheduled to begin April 2023 and be completed in July 2023. This schedule will likely change as work progresses. 

May 18, 2022

During the City Council meeting the City Council approved Resolution 2022-28 authorizing the City Manager to enter into a contract for the Seattle Street Project. The engineer, city staff and the contractor are working towards signing contracts and issuing a Notice To Proceed. It is anticipated construction will start late June or early July. 

 

May 3, 2022

On May 3 city staff received bid documents related to the Seattle Street Reconstruction project. The city received bids from 5companies for the project. Each bid was ranked against the following matrix:

The City and engineer worked together to ensure the bids were done in compliance with all applicable federal, state, and local standards. The full bid tab can be found here. The recommended contractor was Main Lane Industries with a bid of $3,298,505. The engineers estimate for this project was just over $2 million. City Council will discuss this bid during their May 18, 2022 City Council Meeting.

The city has received nearly $624,835 from the Congressional Community Funded Projects towards the water lines for the project. I am also working with HCFCD to secure $225,978 for the storm sewer improvements for this project. The plan is to utilize approximately $1,500,000 in American Rescue Plan funds for this project as week. The remaining $947,962 would come from the Capital Improvement Fund. 

September 21, 2021

On September 20, 2021 the City Council authorized a contract with Aguirre & Fields to finish the engineering and design for the Seattle Street Reconstruction Project. 

The project is scheduled to go out to bid in early April 2022 with bids coming before the City Council in May for approval. It is estimated that work will begin in July 2022 and work is expected to take approximately 12 months for completion.
