Economic Development Summary
The City of Jersey Village is dedicated to achieving the highest quality of development, infrastructure, and quality of life for its citizens. Enhancing our local economy helps us to meet these objectives. Economic Development incentives are a vital component of how to grow our economy, because of the competitive nature of economic development not just from other communities locally, but throughout the state, country, and world. Jersey Village has a “pro-business” philosophy which is designed not only to attract high quality companies but to retain them as well. Furthermore, the City works to negotiate “win/win” incentive agreements, fully understanding the need for a fair and reasonable return on investment for our taxpayers on any agreement.
It is the City’s policy to attract new business and encourage new investments by utilizing Chapter 380 grants, as authorized by the Chapter 380 of the Texas Local Government Code, and Tax Abatements, as authorized by Chapter 312 of the Texas Tax Code.

Tax Increment Reinvestment Zones
The City created Tax Increment Reinvestment Zone Number 2 in July 2017 and Tax Increment Reinvestment Zone 3 in March 2021. Tax Increment Reinvestment Zones (TIRZs) are special zones created by City Council to attract new investment in an area. These zones help finance costs of redevelopment and promote growth in areas that would otherwise not attract sufficient market development in a timely manner. Taxes attributable to new improvements (tax increments) are set-aside in a fund to finance various projects as approved in the TIRZ Plan.
The City is also required to submit an Annual Report on the TIRZ to the state. You can view the TIRZ Plan and Annual Reports by clicking on the appropriate link below.
Master Development Agreements
As of September 30, 2022 the City has no active Master Development Agreements.
