2024 Bond Information

During the August 2024 City Council Meeting the City Council called a bond election for the November 2024 ballot. That election is to ask voters to vote on the issue of approving $10,100,000 in debt for a new municipal pool complex.

That decision was made based upon the recommendation of the bond committee, a group of residents that was appointed by the city council to look at options on how to handle the current pool that is approximately 50 years old. That committee ultimately recommended a new pool complex at an estimated price tag of $10,100,000.

On this page you will find all of the data that the bond committee reviewed to come to their recommendation. The biggest piece of information was the pool assessment that was done by a third party, Counsilman-Hunsaker.

That report provide an option for repair, renovation, and a new pools.

Repairs had a cost of $813,000 with an expected lifespan of 5-7 years, barring any unforeseen critical failure of mechanical equipment or significant water loss.

Renovation option had a cost of $2,863,000 with an expected lifespan of 10-15 years, barring any unforeseen critical failure of mechanical equipment or significant water loss.

The new pool design option recommended by the committee has a cost of $10,100,000 with an expected lifespan of 30-50 years.

Potential Tax Rate Implications

Use the calculator below to see what the potential tax rate implication would be for your property taxes. This is the estimated full tax rate of Maintenance and Operations and Debt Service.

Not sure what your taxable value is for your property? Find it on HCAD.

Potential Total Tax Amount includes the total property tax rate today, plus the amount that would be required for the pool bond.

The numbers after year 2027 decrease because there are two bond issuances that are paid off in 2027 which brings the debt service tax rate down.

The numbers used to calculate the potential tax rate implications come from data provided by the city financial advisor. You can view that below. Please note the tax rate listed in the image is only the debt service tax rate. Click the image to make it larger.
