The Jersey Village City Council met Monday evening to address a variety of important topics for the community. Below is a summary of some of the actions and discussions.
Upcoming May 3, 2025, Elections
The Council approved an ordinance calling for a General Election to elect a Mayor and two Councilmembers (Place 2 and Place 3). Additionally, a Special Election was called to present a proposed amendment to the City Charter for voter consideration.
The proposed amendment pertains to Section 5.05 of the Charter, which currently states that the City Secretary "shall perform other duties required by the council, city manager, this Charter, or the laws of the State of Texas." The amendment seeks to remove the words "City Manager," revising the sentence to read: "shall perform other duties required by the council, this Charter, or the laws of the State of Texas."
The filing deadline for candidates interested in appearing on the ballot is February 14, 2025, at 5:00 PM.
Outsourcing Fire and EMS Dispatch Services
The City Council approved a budget amendment and authorized the City Manager to contract with the Texas Emergency Communications Center (TECC) to handle Fire and EMS dispatch services. Police dispatch services will remain in-house.
This decision follows multiple challenges in managing a combined dispatch center for both Police and Fire Departments. TECC, which already serves multiple fire departments and handles over 30,000 calls annually, offers national-standard dispatching efficiency—dispatching 90% of calls within 60 seconds compared to the current 4-minute average.
When the change happens, Jersey Village 911 calls for fire or EMS will be transferred to TECC for streamlined service. It was noted that it will likely take 3-4 months for all of the systems to be put in place for this change over to occur. Moving forward, the Police Department will oversee the dispatch center, enabling dedicated supervision for police dispatching and improving operational efficiency.
Building Permit Renewal Process
The Council reviewed the existing process for renewing building permits, a topic requested during the December meeting. After discussion and consultation with the city attorney, the Council determined that the current process is sufficient. It was noted that while the City encourages timely project completion and city staff will keep communicating the property owners who have projects that are taking extended period of time. It was decided no further measures are necessary to enforce completion deadlines.
