Jersey Village Receives Recognition for Transparency Efforts from Texas Comptroller

Jersey Village - Texas Comptroller Glenn Hegar announced that the City of Jersey Village is the latest local government to achieve specific transparency goals related to traditional finances, public pensions, debt obligations, and economic development through the Comptroller’s Transparency Stars program.  


Following is a listing of the Transparency Stars earned by the City along with a description of the activities associated with same:


  • A Transparency Star for transparency in traditional finances. Jersey Village shows its time trend for at least five years showing revenues and expenditures per capita, budget, annual financial reports and check registers on its website. These items are required to receive this award.


  • A Transparency Star in the area of public pensions, awarded to local governments whose websites provide visual and narrative explanations of actuarial valuations, contribution rates and benchmark comparisons and meet other criteria.


  • A Transparency Star in the area of debt obligations, which recognizes entities whose websites show visual and narrative detail on outstanding debt, tax-supported debt obligations, historical bond elections and more.


  • A Transparency Star in the area of economic development, for the use of the city website to inform taxpayers about publicly funded programs and incentives designed to attract industry and investment, create jobs and otherwise grow the economy.


Transparency Stars recognizes local governments that provide easy online access to important financial data.


“Jersey Village should be congratulated for its ongoing commitment to greater public trust. This effort achieves the goals set by our Transparency Stars program,” Hegar said. “Public pension transparency is increasingly important to Texas taxpayers. With this achievement, Jersey Village has shown itself to be a leader in responsible fiscal management and has taken an important step toward improving access to essential information.”


Jersey Village is one of only 11 cities around Texas that has received 4 or more Transparency Stars from the Texas Comptroller.


“Jersey Village is dedicated to transparency and keeping the citizens informed,” stated Mayor Justin Ray. “Receiving this recognition is an honor for our city, and a testament to the hard work our staff does to open our data and make information easily accessible to our citizens.”


City Manager Austin Bleess credits the Council for their leadership in transparency. “The City Council set the goal to be more open and transparent, and the staff is dedicated to fulfilling that goal,” said Bleess.


Fiscal Transparency is highlighted on the main page of the city website, Click on the “Financial Transparency” button on the middle of the page to view the information.


The Comptroller’s office launched the Transparency Stars program in March 2016 to recognize cities, counties, school districts and special purpose districts making important strides toward greater government transparency. After receiving a Traditional Finance star, local entities can go on to apply in other areas, for up to five stars:


  • Traditional Finances
  • Contracts and Procurement
  • Economic Development
  • Public Pensions
  • Debt Obligations
